Does the ICON K53133 fit a 2003 or newer 4Runner?

No. It fits the 1996-2002 third-generation 4Runner only. The 2003 and newer 4Runner uses a different ICON system.

Are the ICON K53133 coilovers adjustable in damping?

No. The coilovers are height-adjustable but use non-adjustable vehicle-specific damping. The Stage 5 K53135 adds CDCV compression adjustment.
